Meta’s classifier decides category at submission, and a single exclamation mark can flip a template. On these volumes that mistake would add ₹1,122.15 a month — marketing costs 7.5× utility.
India rates are the card effective 1 July 2026, shown before GST: marketing ₹0.8631, utility ₹0.1150, authentication ₹0.1150. Rates are set by the recipient’s country, not yours, and Meta revises them periodically — check the current card before committing a budget. Volume discounts on utility and authentication are not modelled here.
What this includes that others do not
- GST. Indian invoices carry 18% on the whole amount. Omitting it understates a real bill by nearly a fifth.
- Provider markup. Almost nobody pays Meta directly. Your invoice includes whatever your provider adds.
- The 1 October 2026 change. Service replies get a 1,000-a-month ceiling per number. Toggle it to see both worlds.
- Category misclassification. Marketing costs 7.5× utility on the India card, and Meta’s classifier — not you — decides which one your template is.

How much does a WhatsApp Business API message cost?
It depends on the message category and the recipient’s country. On the India rate card effective 1 July 2026, a marketing message costs ₹0.8631 and utility and authentication messages cost ₹0.1150 each, all before 18% GST. Rates are keyed to where the recipient is, not where your business is registered, so a list with international numbers is priced on those countries’ cards, which may be higher or lower than India’s.
Why is marketing so much more expensive than utility?
Meta prices by intent. Utility messages relate to something the person already has with you - an order, a booking, an event they registered for - while marketing messages are promotional. On the India card the gap is 7.5×, which makes the category assigned to your template one of the largest single levers on your messaging bill. The uncomfortable part is that Meta’s classifier decides the category, not you.
What changes on 1 October 2026?
Free-form replies inside the 24-hour customer service window get a monthly ceiling: 1,000 per phone number per month, with no roll-over. Beyond that Meta charges per message for service messages, and it also starts charging for utility templates sent in reply inside an open window, at rates matching utility and authentication. Does this calculator include GST and provider markup?
Yes, and that is deliberate - most published calculators omit both, which understates a real invoice substantially. Indian invoices carry 18% GST on the whole amount, and if you reach the platform through a Business Solution Provider they add either a per-message markup or a monthly platform fee on top of Meta’s rate. Set the markup to whatever your provider actually charges to get a number you can budget against.
Are failed messages charged?
No. Meta bills on delivery, so a message that fails - because the number is not on WhatsApp, or the recipient blocked you - does not appear on the invoice. This is worth knowing when reconciling: if you count send attempts internally and compare that against a Meta invoice counting deliveries, the two will never match, and the gap is your failure rate.
