What is the difference between WhatsApp Business app and WhatsApp Business API?

The WhatsApp Business Platform, usually called the API, has no app at all - it is Meta's official channel for software that messages at scale, it requires business verification, and it charges per message. The practical dividing line is volume: if you are replying to a handful of people a day the app is right, and if you are messaging hundreds who have never saved your number, the API is the only option that will not get you banned.

Three different products carry the WhatsApp name, and almost every bad decision in this area comes from not telling them apart. People try to run a 500-guest wedding from an app designed for a shopkeeper answering ten messages a day, and are surprised when it does not work.

The Business app looks like it can do bulk messaging, because it has broadcast lists. Two things quietly stop it.
The list caps at 256. Inconvenient but workable - you make several lists.
A broadcast only reaches people who have saved your number. This is the one that actually kills it, and it is not obvious until after you have sent. WhatsApp will happily report the broadcast as sent while a large share of recipients never see anything, because they never had you in their contacts. For a customer base who messaged your shop first, that is fine. For a wedding guest list, almost nobody qualifies.

What the Business Platform changes
There is no app to install. Your software talks to Meta directly, and you work in a browser.
That has a consequence people like more than they expect: the number stops belonging to a handset. Three coordinators can work the same number at once, every conversation is logged in one place, and nobody has to hand over a phone at the end of a shift.

Moving a number to the API, and moving it back
Worth knowing before you pick a number: a number lives on one of these. Moving it to the Business Platform removes it from the WhatsApp Business app, and that is not casually reversible.
Meta’s Coexistence now softens this - the same number can run in both at once, with history preserved - but it comes with conditions, so do not assume it applies until you have checked. Meta offers Coexistence, which lets an eligible WhatsApp Business app number run in the app and on the platform at the same time, keeping chat history. And a standard migration is not permanent either - deregistering the number from the API releases it back to the app, though the history built up on the platform does not come with it. Coexistence has conditions attached, so check them before assuming it applies to you.
Does the API cost more than the Business app?
Yes. The Business app is free; the API charges per message delivered, at rates Meta sets by the recipient's country. That is the trade you are making - the app is free but cannot reach people at scale, and the API can but is metered. For a single wedding the total is usually small, but it is a real line item rather than nothing.
