Quick Answer

Why did WhatsApp restrict my business number?

A business number gets restricted when Meta decides the risk of letting it keep messaging outweighs the benefit - almost always because recipients blocked or reported it at a high rate, or because it broke the Business Messaging Policy. Restriction is not the same as a ban: a restricted number usually keeps replying inside open 24-hour windows while being blocked from starting new conversations, and the restriction lifts on its own once the rolling window clears. A number in this state is a symptom of the list and the sending pattern, not of the software sending the messages.

Why WhatsApp Restricted Your Number

A WhatsApp business number moving through restriction states
Flagged, restricted, banned - three very different situations.

The message that lands in your inbox is deliberately vague, the dashboard shows a status you have never seen before, and a send that worked last week now fails. The first instinct is always to assume something is broken in the integration. It very rarely is.

Restriction is Meta acting on a judgement it has been forming for a while. Understanding which of the three states you are actually in determines whether you should wait, fix something, or escalate — and those three responses are not interchangeable.

Three states, commonly confused

Comparison of flagged, restricted and banned WhatsApp business number states

The distinction that matters operationally is the middle one. A restricted number is not dead - it is reactive only. People who message you still get answered. People you wanted to message do not hear from you. If your business depends on outbound at a specific moment, that is the whole problem.

What actually causes it

In our experience the causes cluster tightly, and almost all of them are decisions made weeks before the restriction appeared.

Common causes of WhatsApp number restrictions and how to address each

The pattern underneath nearly all of them is the same: messaging people who did not expect it. Not people who never consented in a legal sense - people who did not recognise the sender when the message arrived. Those are different failures, and the second one is far more common among businesses who believe they are doing everything correctly.

What to do, in order

First, establish which state you are in. Check the phone number status and the quality rating in Meta Business Manager. If outbound fails but replies work, you are restricted, not banned, and the clock is already running down.

Second, stop sending. Not reduce - stop, for outbound campaigns at least. Every additional message to a cold list while restricted adds signal to the window you are waiting to clear. Teams routinely make this worse by retrying.

Third, find the specific send that caused it. There is usually one. A list imported from somewhere old, a re-engagement blast, an event where recognition was low. If you cannot identify it, you will repeat it.

Fourth, fix the list before the restriction lifts. This is the step people skip, because the restriction lifting feels like resolution. It is not - it is a reset to the same conditions that caused the problem.

The new-number temptation

Someone will suggest just connecting a different number. It is almost always the wrong call, and it is worth being explicit about why.

A fresh number starts with no sending history of its own messaging tier with no history, so you swap a restriction that expires for a reach ceiling that does not. You also lose whatever recognition the original number had built with your own customers. And if the cause was the list rather than the number — which it usually is — you have simply bought a few weeks before the same thing happens again, to a number with less resilience.

Switching numbers is a reasonable response to exactly one situation: a permanent ban you have genuinely exhausted the appeal on. For everything else, the cheaper fix is to send less, to fewer, better-chosen people.

Frequently Asked Questions

What is the difference between a flagged, restricted and banned WhatsApp number?

Flagged means your quality rating has dropped and Meta is watching - nothing is blocked yet. Restricted means Meta has actively capped what the number can do, most commonly preventing new business-initiated conversations while still allowing replies inside open 24-hour windows; it is time-boxed and lifts by itself. Banned, or disabled, means the number is removed from the platform entirely, which is reserved for serious or repeated policy violations and is the only one of the three where a formal appeal is the right move.

Can I still send messages from a restricted WhatsApp number?

Usually yes, but only reactively. The typical restriction blocks business-initiated conversations - your templates to new people - while leaving free-form replies inside an already-open 24-hour customer service window working. In practice that means your support desk keeps functioning and your campaigns stop. If you rely on outbound for time-sensitive messages, that distinction is the difference between an inconvenience and a crisis.

How long does a WhatsApp restriction last?

Quality-driven restrictions are time-boxed and clear on their own as the negative signal ages out of Meta’s rolling evaluation window - days, typically, not hours. There is no counter you can watch and no way to shorten it by contacting support. What you can do is make sure the same thing does not happen again the moment it lifts, because a second restriction arrives faster than the first.

Should I just switch to a new WhatsApp number?

Rarely, and almost never as the first response. A new number starts with no sending history of its own, so you trade a temporary restriction for a number nobody has vouched for. Worse, if the underlying cause was your list or your frequency, the new number will be restricted too - just later, and after you have burned the goodwill of a second number. Fix the cause first.

Can I appeal a WhatsApp restriction?

It depends what kind it is. Quality-driven restrictions are not really appealable - there is no human decision to overturn, just a rolling measurement of how recipients reacted. Policy decisions and full bans are different: those come from an enforcement action and can be disputed through Meta Business Support, where it is worth stating specifically what changed rather than simply asking for reinstatement.
