Quick Answer
What is a WhatsApp carousel template?
A carousel template sends a single message containing up to ten swipeable cards, each with its own image or video, body text and buttons. Every card must share the same structure, so you cannot mix a two-button card with a one-button card, and the whole thing goes through template review as one unit. It suits a short set of comparable options and is wasted on anything a plain message would carry just as well.

The uniformity rule
The constraint people hit first is that cards must match. If card one has a URL button and a quick reply, every card needs a URL button and a quick reply. You cannot give the last card a different call to action.
That makes carousels good for genuinely parallel choices and bad for a narrative. If your cards are steps rather than options, you want a different message type.
Think about the cost of change
The whole carousel is one template. Fixing a typo on card seven means resubmitting the lot and waiting for review again, so proofread as if it were print.
Also consider whether anyone will swipe. Cards beyond the first two or three get noticeably less attention, so put the thing you most want seen first rather than building to it.

Frequently Asked Questions
How many cards can a WhatsApp carousel have?
Up to ten, and every card must share the same structure, including the same number and type of buttons.
Can I edit one card without resubmitting?
No. The carousel is approved as a single template, so any change means resubmitting the whole thing for review.
