Is the WhatsApp Business API free to use?

Partly, and the split is clean. Creating a Meta Business Portfolio, creating a WhatsApp Business Account, connecting a phone number and completing Business Verification are all free, and all done directly with Meta - Meta charges nothing for any of them. A provider may legitimately charge for doing the onboarding work on your behalf, but nobody should bill you a Meta fee, because there isn't one. What is not free is the messages: Meta bills per message delivered, at rates set by the recipient's country. On top of that, most businesses reach the platform through a Business Solution Provider, whose software carries its own fee or per-message markup. So the platform is free to join and metered to use.

Is the WhatsApp Business API Free?

This question gets a confusing answer online because two different things are being asked at once: is the platform free, and are the messages free. The answers are yes and no, and conflating them is how people end up either paying a setup fee they did not owe or being surprised by a bill they did.

Where the line falls

What is free and what is billed on the WhatsApp Business Platform

Everything in the free column is created directly with Meta and costs nothing. That is worth holding on to, because it is the part people get charged for incorrectly.

The setup fee question

If someone quotes you a fee to “create your WhatsApp Business API account”, they are quoting for something Meta gives away.

That does not automatically make them dishonest. A provider may be charging for real work - preparing documents, submitting verification correctly, writing and submitting templates, handling a rejection. That has genuine value, particularly given how often verification fails on a typing mismatch. But it should be described as what it is. “Onboarding support” is honest. “Account creation fee” is not.

What you actually pay for

Messages. Meta bills per message delivered, and the price depends on the message category and the recipient’s country. Marketing costs several times what utility does - on the India card the gap is roughly seven and a half times - which makes the category assigned to your template a real cost lever. Software. Almost nobody calls Meta’s API directly. You use a platform, and that platform charges - a monthly fee, a per-message markup, or a per-event price. This is the part that varies most between providers, and the part worth comparing.

The free things people miss

Two genuinely free things are worth knowing about because they change the arithmetic.

Business Verification is free. It is also the single highest-value free thing on the platform, because it lifts your daily reach from 250 recipients to 2,000, and opens the path to higher tiers. People sometimes assume it is the paid badge and skip it. It is not - see the green tick explained.

Replies have been free since November 2024. Once someone messages you, a 24-hour window opens in which free-form replies cost nothing. That changes on 1 October 2026, when each business phone number gets 1,000 free service messages per month - no roll-over between months - and anything beyond that is billed at the utility rate for the recipient’s market. In-window utility templates stop being free on the same date. If your costing assumes conversations are free, it is about to stop being true above that allowance.

A realistic total for one wedding

For a 500-guest wedding sending invitations plus a handful of updates, the Meta cost is usually in the low hundreds of rupees if your templates are classified as utility, and roughly seven times that if they land as marketing. Setup and verification add nothing.

In other words the platform fee is zero, the message cost is small, and the thing most worth managing is not the bill but the category your templates get. You can model your own numbers with the pricing calculator.

There are also free entry points - messages are free for 72 hours when someone reaches you through a Click-to-WhatsApp ad and you reply within 24 hours. From 1 October 2026 the free replies get a ceiling: 1,000 service messages per phone number per month, with no roll-over, and everything past that is billed.

Is the WhatsApp Business app free instead?

Yes, completely - and for a business replying to a few dozen people by hand, it is genuinely the right tool. What it cannot do is reach hundreds of people who have never saved your number, because broadcast lists cap at 256 and only deliver to saved contacts. That limitation, not cost, is what pushes businesses onto the paid platform.

Do I pay for messages that fail?

No. Charging happens on delivery, so a message that fails - because the number is not on WhatsApp, or the recipient blocked you - does not appear on the invoice. This is worth knowing when reconciling: an internal count of send attempts will always be higher than the delivered count Meta bills you for.
